LITERAL MEANING:

O Āṇḍāḷ radiant like flash of lightning! You bedecked yourself first with the garland intended for Lord Raṅganātha and then offered it to Him; by your great talent in poetry you composed the renowned and ancient hymn of Tiruppāvai. O Āṇḍāḷ adorned with many beautiful bangles, please shower your grace on us so that we may become greatly devoted to Lord Krishna; With the same sincerity of devotion that you asked of Kāmadeva — "O Kāmadeva, be pleased to make me a humble servant and bride of the Lord Veṅkaṭēśa!"

EXPLANATION:

The flower / Tulasi garland worn by Her first and sent to the Lord (it is not an ordinary garland - it has had sparsham of Her neck and tresses): "You, the lovely creeper, offered the Paamalai to Periya Perumāl, the kindness personified that You are, having gems/ pearls / diamond-studded bangles with Your love named Kāmadeva (who is requested to make Her over to Thiruvengadamudaiyaan to become His spouse)".In other words: "You enlist us to do antharanga kainkaryam to the Lord, Thiruvēngadamudaiyaan ; we are subservient to You, please help us this much; sincerely desired by marrying the Lord with Your love named Kaama deva, with Your garlands of flowers purified by the ancient ritual of Pāvai nonbu May you rule our mind."
